Operation Chain Reaction

Overview

The National Intellectual Property Rights Coordination Center spearheads the U.S. government's efforts to combat intellectual property theft, a significant issue that drains revenue and jobs from American industries annually. One of its key initiatives is Operation Chain Reaction (OCR), an HSI-led task force dedicated to catching counterfeit goods before they enter the U.S. government supply chain. OCR uses a combination of public-private partnerships, cutting-edge data analytics, and the expertise of 17 member agencies to effectively manage supply chain risks.

Mission & Focus

OCR's mission is to implement thorough supply chain risk management for the federal government and the Department of Defense (DoD). The operation focuses on several strategic areas to achieve meaningful results:

  • Revitalizing Partnerships: Strengthening collaborations between public and private sectors.
  • Modernizing Infrastructure: Updating existing processes and infrastructure to current standards.
  • Data Integration and Analysis: Leveraging data from different agency sources to improve decision-making.
  • Threat Identification: Detecting and mitigating threats within the supply chain to safeguard national security.

Background

Launched in June 2011, OCR originally focused on the risks posed by counterfeit microelectronics within the DoD supply chain, which are easy to fake and can have catastrophic consequences for defense and cybersecurity systems. Since then, OCR has grown into a comprehensive government-wide initiative aimed at enhancing the security of all critical supply chains.
